SAFE GROUND PETITION – PUBLIC SUPPORT FOR HOMELESS COMMUNITIES

WHEREAS the City and County of Sacramento have enacted ordinances against sleeping outside on private property for more than one night, (“camping”) even with the permission of the owner, or on public property, making it a crime to “live outside” at any time or at any place in the City and County;

WHEREAS housing is a universal human need and right, indispensable to human dignity and health, and decent, safe, and affordable housing should be available to all; WHEREAS the citation and arrest of hundreds of homeless people for “living outside” (“camping”) create an unending cycle of criminal prosecution and punishment that wastes public resources and causes untold suffering and trauma to homeless people who are breaking the law because they have nowhere else to go, since they cannot afford to rent housing, and shelters are full with long waiting lists;

BE IT RESOLVED that the undersigned residents of Sacramento City and County support a fundamental change in policy, namely:

1. There be a moratorium on enforcement of the anti-camping ordinance so that homeless people will not be disturbed, cited or arrested for sleeping outside on public property or on private property with the owner’s consent.

2. Until decent, safe, and affordable housing is available to all, there be public and private support for the establishment of “safe ground” sites for homeless people, including small communities of simple cabins, self-governed by homeless residents in accordance with the principles of “no drugs, no alcohol, no violence and no threats of violence,” and support for other organized sites which do not pose a public health or safety threat.
